Each Active Directory Domain Services functional level has its own features and compatibility with other Windows Server operating systems on the Domain Controllers, you have to make sure all non-compatible Domain Controllers OS been migrated to supported operating system before raising the functional levels, and why there is no new functional levels for Windows server 2019 or Active Directory 2019? once you completed the upgrade of all the domain controllers in the forest to Windows 2019, Should we raise functional level to 2016 or 2019?

To answer the above, there is no new functional level for Windows 2019, the highest functional level offered by Active Directory 2019 is “Windows Server 2016

Till Windows server 2016 you can raise Domain functional level to prevent installing Domain Controllers on legacy operating systems, on Windows server 2019 you can’t do that as there is no functional level for Windows 2019
